Senior Partner - Arthur D. Little (ADL)
Dr. Raymond Khoury is a Senior Partner at Arthur D. Little (ADL) and leads the Technology and Innovation Management (TIM) and Public Sector practices in the Middle East. He has over 30 years of consulting experience in IT / digital and innovation strategy and implementation management, particularly for large-scale public sector technology-driven transformation programs. He has successfully led consulting assignments covering target technologies, organization constructs, processes and procedures delineations, governance models, funding models, and project/program management office units, to name a few. His client list spans public administrations, education operators and regulators, transportation providers, technology solution providers, and R&D establishments with an interest in technology foresight. Prior to joining ADL, Dr. Khoury served as an Executive Vice President at Booz Allen Hamilton, where he co-led the re-establishment of the Middle East business, led the regional digital practice across industries, and drove the firm’s regional office footprint expansion. Before Booz Allen, Raymond was a partner at Booz & Company where he led the regional digital government business. Prior to that, he worked as a UNDP programme director at the Office of the Minister of State for Administrative Reform (OMSAR) in Lebanon where he managed a whole-of-government administrative reform and services modernization agenda, as a Senior Technology Advisor for the Saudi Ministry of Foreign Affairs and as an International Business Development Manager at Multinational Multimedia Computing, a US-based firm.
Raymond holds a Ph.D., Engineer’s Degree, and M.S. from MIT, and a B.S. in engineering from Northeastern University. His PhD dissertation was in the field of Applied Artificial Intelligence, which was followed by research in the domain of multimedia information systems for education and training applications.
